Reason why  all mankind isn't raising a loud and unambiguous chorus denouncing Russian atrocity in their war on Ukrainian noncombatants

Soviet War crime WWII

I can think of a few reasons.

First, many countries depend upon Russia for trade or military protection. They do not want to take positions that would somehow harm their own interests.

Second, the authoritarian countries tend to stick together. Many of the countries in the UN that voted no on the resolution against Russia are authoritarian. They do not want to admit that this is the conduct of authoritarian governments. As a result, they would support Putin.

Third, many have a distrust of the west, and the media from the west. And they do not believe that the information reported is accurate and is in fact, being staged in order to place Russia and Putin in a false light. Too often the western media has promoted false narratives on issues, which later, turned out to be untrue. In doing so they have undermined their credibility and given nations in situation’s like this ammunition to question their reporting.

Finally, there is some precedent for ignoring war crimes. In World War II, the Soviets committed many war crimes, the most notable being the.Katyn Forest Massacre. This war crime was covered up by the allies reportedly for the sake of the war. Many feel they are doing the same thing by ignoring the Russian war crimes in Ukraine.
